Help Want to be able to decrease volume, then go to vibrate, then go to completely silent.

I used to be able to decrease the volume, then when it got to "0%", it would go to vibrate and the next push would make it completely silent.

Now I can't seem to find any way at all to make it go from silent to vibrate.

When I get to 0% volume, it will either become silent, or become on vibrate, depending on how I set it in the settings...

Any suggestions on how I somehow screwed this up?
