In information technology, a packet is a formatted unit of data carried by a packet mode computer network (Wikipedia). As for whether you should turn it on or off on your phone, its up to you. Do you want your device / apps to be able to send / receive information? In my limited experience tuning data off will not effect sms communications or voice calls but it could / should save battery life and money as most carriers have data use limits.
    Hope this helps.

It's basically 3g. Turn it on, internet. Turn it off, no internet. Your choice.
