    The app named Quick Settings is probably your best shot at a work around. It won't show individual toggles like those pictured, but you can place a shortcut near the top that will take you to the app where you can then control the various settings that you can customize.

    Those aren't toggles in the notification bar, they're a part of a pull down menu from the home screens on Samsung devices.

    As soon as you put the pull down menu back up those toggles go away and the normal homescreen pops up.

    I have Quick Settings and find it to be very handy. I use it several times a day.
