Whatsapp msg sent and confirmed but not delivered ?

I have sent a message on whatsapp. I can see that this msg was delivered (2 ticks). However the other person is trying to convince me that it was not delivered to.

Is that possible ?
(I cant check the other person phone)

My Whatsapp version: 2.9.1547, Android
The other person Whatsapp version: unknown, IOS

IF they have a Iphone, from my personal experience, that 2nd tick doesnt appear until the person actually opens/reads the message...unlike the android which gives the sender two ticks from the moment it hits the recipients phone, regardless of whether its been read or not.

if you know the person, try it out with them in person...but me thinks they doth tell thee fibs.
