Where can I buy apps?

I live in Luxembourg and was looking on the Android Market to get some apps. They are all Free... But some like the SPB TV that i would love to have are only available in the Lite / Free version. Am I unable to buy apps in Luxembourg? Because I was looking on the official site for SPB TV and scanned the barcode to get access to the full app, but instead I got an error message saying that I should check my spelling

Anyone knowing more about this problem?
