Default WiFi Hotspot
From what I have been reading USCC has disabled the ability to use the WiFi Hotspot feature with its new phone offerings w/o purchasing an additional plan. This might make you reconsider changing phones just yet.

It seems that way. They really have no way of knowing whether you are using the wifi hotspot or not. It's all just usage to them.
