Default enable usb debugging without powering on phone
can I enable usb debugging through fastboot with a command? I can't get my phone to start so not sure what to do now

Fastboot doesn't require usb debugging in either position to use. And if you can't get your phone to start, I'm not sure what use that setting would be anyway?

I need it to set up adb so I can flash stock, at least that is my understanding. Also without adb I cannot set up my drivers properly for my computer to recognize the phone

Which carrier are you on? I think this would be better in an All Things Root Section.
