Default Is the latest version of CM10 Nightly (2012/11/14) Based on Android 4.2?

Not sure about maguro but I just flashed on my toro and it's not. My guess is they will release a milestone build or CM11 to differentiate between 4.1 and 4.2.

4.2 will be CM10.1.

Until 10.1 is released the builds are still on 4.1.2.

You can always pull the build prop out and check the version if your not sure.

No, it's not. But you can keep track of the versions and updates here:

Galaxy Nexus Jelly Bean ROM Feature Comparison Chart.

The guy that edits the CyanogenMod column (not a dev) is doing a great job of keeping the column updated regularly.. normally within a few hours of anything new.
