Will simply unlocking and rooting SGS4 let me uninstall bloat ware apps

Simply rooting it will. Unlocking it has nothing to do with the apps on it. (Be carefuul, though - what you consider bloatware, the phone may consider an essential piece of firmware and when you uninstall it the phone may stop running.)
