Vodafone's official tethering policy

According to the Vodafone's Terms of Service (ToS) available at http://www.vodafone.co.uk/consumer/groups/vodafoneukonline/documents/assets/vftst071329.pdf

Vodafone's official policy about tethering is

If you want to use a mobile phone as a modem, you’ll need to be on a price plan that allows this.
According to Vodafone's instructions on how to tether available at Connect to the Web by Using Your Mobile Phone as a Modem – Vodafone, you just need mobile internet included on your plan in order to tether. It is suggest you upgrade to a tethering pack to ensure you have a higher data allowance as tethering can use more data than browsing on your phone.

Currently Vodafone allows tethering as long as you have a data plan. If you are unsure if you have the appropriate plan Vodafone suggests you either go to a local store or call 191 from your mobile to verify.

This information is for Vodafone UK, if you are using Vodafone in another market the policy on tethering could be different
