Exclamation 10 inch WM8650 wifi and app problems

I work for a small school district which purchased several WM8650 tablets. Some are working fine and others of these (same batch, same android versions, etc) are refusing to connect to any wifi or unable to open PDF files (even when they had in the past). I can't seem to reset any of these options despite trying suggestions found online for hard rebooting (to dump cache) and such. How much work is it to put a new ROM such as the images recommended in this forum? Time is a premium for me so I can't spend a day or two on just these few tablets.

If it helps, they are 10 inch, green LED light, not 3G, running Android 2.2, Kernel 2.6.32, build 1.2.3. The "manual" that came with them is beyond worthless. These were purchased before I started here so I didn't set them up and have no idea who did.
