Is their a rom that will give the Merit phone Honeycomb or Ice Cream ? I'm not referring to a theme, but bump in Android version.

No device, other than ones that came with it, will get HC, as google never dropped the sources for it. This is because HC sucked on anything but tablets.

ICS however is entirely possible, but it will cost some performance I'm sure.

i think that is an ICS theme not the full-blown 4.0 ICS Android OS.

Honeycomb is strictly for tablets (ICS is technically the same thing for phones) and i do not think it even has support for cellular either. just wifi only.
