He did that or flashed a rom and didn't like holo deleted it but had no other launcher so now you get the constant forced closed message lol i suggests reflashing the rom if that's what happened nd if you want to delete holo just make sure you have another launcher installed before

try to set permission owner first 2 group first one others first one do this with root browser file explorer or a program like them also clear both cache
