Ok, I'm having a slow day at work, so I decided to call Motorola and speak to a representative about this infamous "plastic film". It took the lady about 10 minutes to figure out what I was talking about, but finally, after putting me on hold 2 times, she said the plastic film is safe to remove, and is part of the "packaging" of a new phone. She said we could either wait for it to peel naturally and then completely remove it or just remove the sucker.
I guess one of the reasons she got confused was because the Droid model in front of her did not have the film on, but a new out of the box model that her colleage had of course did.
Anyway, as per this person, it's meant to be removed.
