Also, many came along between Archie and Google's inception. Google came in 1998, long after Alta Vista, Lycos, etc.
I think he means that google was initially a search engine, not the very first. Could be wrong, though.

I signed up for that a few weeks ago and still haven't received a request. Signed up a second time though, just to bug them about it and better my chances!

A $25 registration fee is all that's in place. I don't know if it's per account, i.e. a developer can pay $25 one time and submit "x" number of apps to Market, or $25 per app.I was wondering what filtering, app control measures are in place for that.

Well, you will download and try it and if it sucks, rate it low. Others will hopefully follow suit. After a while, it'll have one star and no one will download.
There needs to be a rule that if an app averages under two stars for over 30 days, it dies.
