Some apps are purposely designed that way though, such as the wi-fi scanners I use, and forcing the issue would break them.

When downloading from the Market, the final confirmation screen contains details of all services that the app makes use of. That will usually tell you whether it's likely to alter your handset's expected behaviour once installed.

You can probably just get a Task Manager that automatically kills all background processes that are unessential to running the phone.

Make the phone prevent apps from running in the background would just be a backward step towards the non-multitasking iPhone.
