This one took longer than usual as it was not what I had intended.
Aligning the widgets afterward was relatively easy.
I tried to ensure that there was enough space below the top section to allow for any other widgets that may be needed.
It's great that you want to give this one a bash (obviously the other ones weren't quiet up to scratch :D )
If you want to replace the images in the top section with something more specific to what you use, this can be relatively easily done. I unfortunately haven't labelled the layers and masks in the psd file, so best I make the change for you.
It works well on the phone, and still remains my current choice (it's only been one day :) ).

I'm a very heavy widget users, so they others were pretty but not what I could use for :)

The frames are a part of the background I believe, and then the icons were just lined up with the frames.

Incorrect. I made the frames, and they're part of the icons.

Grab the .PNG template here, and then use Photoshop to make your own icons.

I'm using Desktop Visualizer to then turn these images into icons. Grab that from the market, and then add the 'Desktop Visualizer Medium' widget. It will resize it nicely for you.
