Quick settings. Its in the market and its free it also has a battery indicator

No, quick settings does not do this. All it does is put a shortcut to the application in your notification bar - it doesn't put the settings widget in the notification bar itself.

To the OP: no, to my knowledge there is no app that does this. It's part of Samsung's Touchwiz interface which is implemented at a deeper level than a standard app.
