Any blacklist / whitelist "block call" apps work without a partial ring?

The whitelist/blacklist "block call" apps I have tried often will permit a partial ring sometimes before it recognizes the number and sends to voicemail.

Are there any such apps which NEVER have a partial ring?

Google voice will screen calls without ever ringing your phone or sending it to voicemail. All the caller hears is "this phone is no longer in service"

I'm not that familiar with Google Voice -- they give you a phone number (GV number) and that forwards to your cell number -- is that right?

If so, that would still leave the problem of someone calling the cell number directly and the phone rings.

For my application, the phone must NEVER ring unless the caller is on the white list. In other words, I have to account for random callers, wrong numbers, robo-dialers, etc., and make sure that they can never cause the cell to ring.

Yes it does give you another # that will forward to any other phone you want, but it does so much more. Get a Google Voice Account and download the Google Voice app to your phone. Here are some other benefits after you add the app to your phone:

-Voicemail - Google Voice can handle all of your voicemail to your cell number also so that it will arrive like an email, typed out, or you can choose to listen to it
-Call screening - block numbers and as long as the Google Voice app is on your phone it will never ring or receive voicemail from a blocked number
-You can make or receive calls from your phone using your google voice number

Install the app and follow the instructions if you want to use it for voicemail. For call screening go to google.com/voice and block callers there. The easiest way is to create a contact (I called mine blocked numbers) then set that contact to block calls. Then if a new number you want to block calls your phone just add the number to that contact.
