I'll repeat what I just have in a PM I've received about getting an infraction...
You either allow such threads or you don't, and as a site moderator ok'd it, as I've already said, it's ridiculous that you then give members "infractions" for posting suggestions.
And the irony is I was going to report the thread until I had seen a moderator ok it.
I hadn't/haven't checked into the other links as I was at work when I responded. I HAD, however, left myself a note to follow up on it!
You will also notice that that same moderator pointed out that all links should be legal and follow the forum rules. Since the suggestion you provided violated the specific rule he was referring to, an infraction would be logical.

The site posted contained free apps too, and it's suggested to make a donation for the paid apps you may download to support the dev who created it. The majority of the suggestions that could be made for threads like this are going to break the rules, which is why I don't understand why it's been allowed to remain.
GetJar - Appsolutely Everything for Nokia, BlackBerry, Android, Samsung, Sony Ericsson, LG, Palm. would be a great example of a LEGAL and appropriate place to download apps from a NON market source. Likewise,
LauncherPro would be a place to get Launcher Pro.
There are PLENTY of these sites around that are LEGAL and LEGIT. While yes, a LARGE portion of these threads are asking for ways to illegally obtain paid apps; some of them, such as this one, had not reached that point.

complaint, complaint, complaint" If we don't close the thread we hear "the moderators aren't doing their jobs and people can get away with murder here and...
complaint, complaint, complaint." Regardless of what we do, people will always hate us and think we are doing the wrong thing (despite the fact that we have guidelines given to us on what is/isn't allowed).
When in doubt, shoot one of us a PM prior to posting it and we'll let you know if we suspect a problem with it.
