way to get rid of apps that boot

besides program like advanced task manager that you have to manual uses or have to eventually shut the stuff down.is there any app that can control what boots or kill it instantly upon boot

and also in apps like advanced task manager since you can add exclusions..what are some key things i should exclude liek system things like is there something to exclude so it doesnt affect update notifications?
