The only way to fix a bad esn is to fix the reason it was made to be bad in the first place.
If an insurance claim was filed on it then the phone should be sent to asurion.
If it was reported lost/stolen then it should be taken to verizon to return it to the original owner. If you are the original owner then they can get it up and running again for you.
If the account it was tied to didnt pay their bill then the bill needs to be paid.
Thats essentially it. Any other methods would be illegal so thread closed.
