Root rom selection?

as far as i can tell so far a 'rom' is an operating system, the whole point of rooting and installing a different one is to have complete program access, better control of ram use, which in the end gives u better performance out of the x10

if this is correct, how does one choose a rom to install?
where can they be found?
are they all free?
is one better then the other?

i see alot of people talking about '2.1 eminence'?
wats the deal with that

It's a great rom, but a project I'm no longer supporting.
