Is the phone's data speed caped?

Yeah...you will get "Edge" speeds at best if you are referring to using the Atrix on T-Mobile'S (USA) network. The only Android phone I know of what will work on both T-Mo and AT&T's 3G bands is the Motorola Defy (which I have).

Sasktel's network which runs UMTS 850 mhz , 1900 mhz so I should get 4g speeds?

Is that one physical device that has both bands' radios (i.e. just swap SIM cards from either carrier into same physical device) or is that (2) different versions of the same device, each with carrier specific 3G bands?

I think it's one device. I've heard people say that after unlocking their Tmobile vibrant, they were able to get 3G with AT&T. I believe it has the 1900 MHz AT&T 3G band
