Looks like Beautiful Widgets with custom clock and weather skins. Skins are easy to make and the BW devs have released a skin development kit if you want to make your own skins. I've been making BW skins for a while, that skin dev kit is nice.

Install Beautiful Widgets from the android market, that should solve the problem.

Visit the Beautiful Widgets site and download their skin development kit to your desktop computer, there's a link to it in their right column. Unzip it and it has everything you need. You'll need an image editing program. If you don't have an image editing program on your desktop computer you can download The GIMP for free. I have been using The GIMP for years, you can have a look at my artwork to see what the GIMP is capable of. the skin dev kit has examples and tutorials too, it's easy.
