Yep if you are a member at xda the dev has it for free there, many suggest donating anyway to help support them
after that just open up the program hit auto detct speeds and superuser will request root access for it, set it to allow and remember it
when thats done it opens up and when thats done you can choose the min and max you want the phone to run at.
*****do not set it to "set at boot" until you have tested it thorughly to make sure your phone is able to handle the setting you have it set at ****

You can also take a look at Voltage Control... I am not sure if the Twilight kernel will support it though. It has the benefit of having the option to undervolt as well as handling the clock speeds.
These kernels that come overclock usually will default to 1000mhz by design to accommodate newbies so they can use it without issues. So if you want the overclock of the kernel then you need to use an app like setcpu or voltage control and configure it.
