What program determines when you get a notification for your emails, apps, facebook msgs etc?

I'm just curious what determines the efficiency of receiving notifications?
I have set up notifications for 2 email accounts, my facebook, and several apps, but I only get notifications for new messages SOME of the time. In fact, I believe most of the time I do not get notified at all, and for some reason last night I was notified AND it played my notification sound. Second time that has happened.

Is there a way to improve the efficiency of this feature? Is this Androids answer to iOS "push"?
 
No single program does. Each of your apps determines how it gets its own notifications. However, for email your email account matters as well. Nothing can turn a non-push email account into push.

No, it's indicative of your particular setup. More details would help with troubleshooting. What types of email accounts? When you refer to "messages" are you speaking of just email or SMS/MMS and other notifications as well?

Sorry, I have a gmail account, a hotmail account, facebook, and for example a game called Words with Friends. SMS & MMS are fine, they work everytime.
