Help How do I block all mobile data traffic during (expensive) office hours?

I want to make sure my Android does not use more data traffic than what my plan allows.

My plan is as follows

It allows unlimited usage from 17:00 in the evening to 08:00 in the morning, and all of saturday and sunday.

But during weekdays office hours 08:00 to 17:00 data traffic is VERY expensive (at least for my wallet).

So what I want is a good technical solution (not manually turing on and off) for making absolutely sure there is ZERO data traffic during the expensive periods, incoming or outgoing, but full access during the free periods.

SCHEDULE
Mon-fri 08:00-17:00 = NO DATA TRAFFIC AT ALL
All other times = FULL DATA ACCESS

Can I do this by installing an App? Which one?

Can I do this if I get the proper version of Android? Which version has it?

Can I do this if I install a custom ROM? Which one?

Im sure there are apps like Juice defender and various similar ones which allow you to specify perameters for data traffic timing etc..

According to the Juice Defender developer page there is some scheduling features

"you can choose the times of the day when you want connectivity to remain disabled (Night*) or always enabled (Peak*), and set a completely different schedule for the weekend*."

But what exactly does that mean? Does that mean I can only choose between the schedules the developer has pre programmed (night, peak)? Can I block all data traffic mon-fri 08:00-17:00 (or better 07:55-17:05 to be safe) no matter what other Apps I install and when they try to connect?

There is also another power saving app called Green Power. Some seem to claim it is more reliable than Juice Defender. Can that be used for scheduling mobile traffic in the way I want?

Please anyone actually using or knowing Juice Defender (Ultimate?) or Green Power your help woud be much appreciated here :)

Looking at this review it seems Juice Defender can not be used in the way I want.

I searched a bit and found another one called Internet Scheduler but it does not seem to be much used. I do not want to use experimental Apps, only reputable Apps that are proven to work my many others.

My first question is this: Where do you have that kind of data plan? That's sounds like you minutes. Free on nights/weekends, but takes minutes during the day. Data is usually an all or nothing thing. Accumulative no matter what time of day or night. Are you sure you're not getting them mixed up?
