Hi, I just registered to this forum just to help you with this issue, though i'm not sure if you need it anymore. Anyways, I'm using Virtual Recorder and was having this same problem when converting pcm files to mp3, resulted in chipmunk voices. This might help other people as me who googled this problem and found this thread.

Great app, to convert on pc change file ext to .raw convert with switch and when prompted change codec sample rate to 22050 would be 5 stars if easier
So, this basically is the answer. I used AVS Audio Converter and it was not necessary to change the file extension to .raw, because avs already recognizes this format. Converted it to mp3 in economy quality (64kbps) and it sounds great.
Steps:
I suppose if your audio converting software does not recognize pcm, you can change the file extension to .raw and that should do it.
For the pcm file, configure this settings in your audio converter software :
- Set sample rate to 22050.
- Set sample size to 16 bit.
This are settings for the input file in the conversion. In this case, the pcm file is the input file we want to convert.
Then (the ouput) convert to mp3. That should work.
