Root Wiping while in Recovery for ROM Install

Ok, when I'm finally ready to flash a new ROM (and I'm getting there), after booting into the custom recovery, that I've installed using getitnowmarketing's recovery, what does it mean when everyone says to wipe the data. Is that internal on the phone? Is that on the SD card? What am I wiping?

it wipes stuff from the phone not your sd card

back up all your apps then when in recovery wipe all user data then toggle signature verification then flash rom from sd card

In my custom recovery, when I use the backup option, that will back up the apps that can't be moved to the sd card, right? Since you say it won't wipe the sd card, any apps that are on it, will be safe. I think that I'm understanding this correctly.

NAND + .android_secure is the backup you should be doing. This will backup the apps that have been moved to the .android_secure portion of your card.

Me, I like to have layers of CYA.
1. NAND + .android_secure backup
2. Titanium Backup
3. App Backup & Reinstall
4. Finally, a copy of my sdcard contents saved to my desktop.

Overkill?? Hell yes it is but I won't be kicking myself in the butt when I flash a new ROM and something goes wonky or if my phone has some sort of fatal event that was unforeseen.
