Hello this is Evan from Verizon Wireless NRB,
There needs to be some clarification about the Incredible 2. The general public and some of the members here have no knowledge on how the OS is developed on these devices. When the Incredible 2 was under development 2.1 was still the most popular android OS and was used as a base OS during hardware testing. Eventually it moved to 2.2 Froyo and was finally released with 2.2 Froyo at launch.
Yes, there were plenty of Incredible 2 test/development units at Verizon that still ran 2.1 and the small issue needed to be resolved before 2.3 was deployed.
I can understand the general publics reasoning that the Incredible 2 never had 2.1 installed since it launched with 2.2 Froyo. But this reasoning is simply incorrect.
This is absolutely false. I really hope people aren't this gullible. The software development cycles on these phones is 6 months, and Verizon (nor any carrier) doesn't get them THAT far in advance.
Regardless, you still haven't addressed;
-the build date
-the fact that the build number you gave us was for the Incredible 1 leak, not the Incredible 2 OTA
