Why no root password?

Being a linux user, I don't entirely understand why root access is completely unprotected. Type su and it elevates rights. Now I can understand why everyone is so touchy about rooting with new users.

Is the reason for it that certain scripts or programs need to occasionally run as root? If not, is there a way to place a password on root access? I'm sort of thinking out loud here, so feel free to post your thoughts.
