Yes they are. Verizon doesn't do that but they block your tether and asks you to pay tethering fee. I understand the fee if you're on unlimited data but if you have fixed data allotment with high overage fees why charge twice for same data? I see that as blatant theft. Either way I don't tether.

What i meant was that if youre on an unlimited data plan i would understand a tethering fee because by tethering you will probably use 2-500x more data than you would normally on the phone alone. If youre on a fixed ammount of data there should be no tethering fee cause once you go over your limit the cost of additional data is higher than the normal rate.

I would gladly pay an extra 15 - 20 $ more for tethering capabilities that would be fare but to cancel someones account is an outrage.
