Only if you pay for tethering. That will allow you to use the built in HotSpot function without having to ROOT the phone.

If not, then you will have to ROOT the phone.

However, if you don't want to pay for a tethering plan, then you will be in violation of your contract with your carrier. That being said, no one on this site can help you. Helping you break your contract makes this site legally liable. So, it's against the rules of the site.

Just a word of warning, AT&T is BUSTING people for tethering (WiFi, Bluetooth or USB) without paying for it.

EDIT- what you are asking for help doing constitutes a violation of your contract with your carrier and therefor we can not provide help. It's against the Rules of this Forum to assist someone commit fraudulent activity against their carriers. While I personally agree that it's your data, you should be able to use it as you see fit. Helping someone violate their carriers service agreement is no different than helping them defraud the warranty coverage on their phones.

Which of the several carriers that offers the Atrix are you with, d13g0? We'll look up their Terms of Service agreement and link it for you, plus we'll post what info we see that pertains to your question. ;)
