You haven't said which your phone is, but I have found a similar issue to yours that is being discussed in out Samsung Galaxy Mini sub-forum

If you've installed an app recently, you might look at that and see if uninstalling clears up the problem. You may have to perform a factory reset to clean up your phone. FWIW, twlauncher is the default Samsung launcher called TouchWiz.
