Root Transferring files via USB

How do you transfer .ogg files via USB, I tried doing this and in "my computer" is showed a removable device but would not let me open it. I have the drivers for my phone installed from when I rooted my device. Any thoughts?
Couple of questions for you on your phone do you have mass storage on?
I have my phone set to ask on plugging in usb.
when you phone shows its in mass storage mode the pc has the removable drive available.

Hey Thanks for the reply. I did find out what was happening. I had just rooted my phone and I just needed to reboot the phone and it worked fine. Also I was using ".ogg" format sounds because I was changing the "unlock/lock" sounds and they are ".ogg" files. Mp3 would also work, but ".ogg" is the native format for linux which we all know is what Android is based off of.
