Welcome to the forums!!!

When you connect your phone to your PC with the data cable that came with your phone, look at the screen on your phone. If it's turned off, tur it on and unlock it. There should be a popup to choose: charge only, or connect as mass storage / disk drive. Select connect as mass storage / disk drive, and select done.

Now go to your PC, and double click on My Computer. Look for Removeable Drive (E.) or another letter. Double click on that and you should be able to see the contents of your SD card.

Also there is HTC SYNC. If you go to the HTC website under the support section, select your device and find the latest release, select download. Then install the .exe file and follow the directions. HTC support can be found here:
