Do you mean uploading photo or looking at picasa webalbum?
If you are in the Album on the Hero, you access Share and in the list you should see "Picasa" (if I remember correctly I had to enter my account details the 1st time...).
To access Picasa Webalbum, simply use the web browser.

Is the hero still on 1.5 if it is then you won't have the share>picasa option but you can email pictures to picasa. That is what I used to do. I created a contact with the email address listed in their help section and then share>contact I named Picasa.

I have a Hero (1.5) and have the option to share to Picasa in Albums.
