The One V didn't get sense 4.0 because of its lower hardware specs (camera) & it does not have the image chip/image sense so, the hardware requirements were not there to run sense 4.0.
Of course developers will port modified roms of 4.0 with some type of (limited) camera upgraded software to run on some devices where it is possible, that received the ICS/sense 3.6 update.
Some devices cameras are not fast enough/lack shutter speed to shoot still pictures while capturing video and or do burst/image sequence rapid succession capture... Idk...sounds definitely like a hardware requirement.
