Where might I learn how to make an app to randomly generate a short string of numbers, and then proceed to SMS message those numbers? (Looking to create a custom robocalling app for a Super PAC)

I'm with Drowe, it took a very long time for random sms spam texts to stop coming through. It's quite annoying.
