Help Please help, this phone is driving me mad

Hi, I'm new to the board.
I have AT&T, so keep in mind this may be their issue as opposed to the phone itself. The problem is, my service is not working. For the past couple days I have had little to no service (basically, I have had 1 or no bars of service) and the phone is essentially not working. I did a factory reset (which is a massive pain, by the way, since you have to back up ur pics and contacts), as I was instructed by AT&T support, which did not help. I took it to the store and they replaced the SIM card, which did not help either. The AT&T store claims that in my area (L.I., NY), they are doing some sort of conversion to 4G and it is a problem for most people that have 4G, and the conversion will be completed May 15th (!!!). Does this make sense?? I am beyond frustrated at this point. For some reason, this morning when i woke up my texts have been working, but I still cannot make phone calls. Does AT&T seriously think its OK to basically screw over their customers who have 4G phones for 3 weeks while they do some sort of conversion? Please help in any way you can, I really appreciate it. Thank you.
 
I cannot find any such options. When I go into wireless networks and options, etc, I go to the mobile networks and receive the following options:
-Data Roaming (unchecked)
-Access Point Names
-Network Operators (AT&T)
-Enable always-on mobile data (checked)

These are what I'm seeing, nothing about CDMA, etc.
Am I looking in the wrong place? I can't find anything else

I figured Network Mode would be there too?? Although yet another vzw user here I'm afraid. Try pressing on Network Operators and see if there is an option there for GSM only?

I wonder if this is the issue I'm having(CA).. I just got my phone back from HTC repair 2 days ago and now I have the most crappy network connection.. sometimes its 1 bar 4g or Edge(which I never saw for the first 5 months of having it at my house). also most of the time when I use data to go to a page or even a speed test the network will X out and hit E again.. its never been this F'ed up at my house before.. normally I get 3 bars of 4g.

I called ATT and they reset the service on their side(didnt help) but they didnt tell me of any issues, today I got a new sim(didnt help)

on a side note it looks like I do have a new vivid from htc.. haha all because of the chrome buttons.
