What phone as a computer replacement

Someone in my life does not have internet ans does not want to get internet.
They are looking for a phone that would give them wifi hotspots access.
The carrier offers unlimited data slows down after 10gbs. This person owns a old I book 12" 500mhz ppc and would tether with that.

As you can imagine the computer has a very outdated browser and does not load Facebook right. So I think a phone with a big screen would be good.

At the carrier their choices are:

IPhone 4s
HTC wildfire s
SG S2
Galaxy Nexus

Ans that's it. Other wise its blackberry or the HTC radar 4g (3.5g speeds).
 
I do love my Galaxy Nexus and it does allow free tethering on the network.

I know the first 2 nexus phones did, but I wasn't sure about the Galaxy Nexus. I know google compromised and allowed Verizon to make a few changes so I didn't know how many changes they have allowed on various carriers since I haven't had the opportunity of owning a Galaxy Nexus.
