If im not mistaken changing these settings you will be telling the phone when to closed unused processes, apps im the background etc. But i really dont know a lot, i would google it a lil if i were u

Edit: assuming you were talking about rom toolbox there are some presets you can mess around with

It's never a good idea to start F'ing with something that you have no knowledge about.

Do your research and THEN start tweaking it. And always have a backup ready to go.
