Ive tried litterlay everything. Turned off my router, disconected and forgot the network, turned off my phone, and reset it to factory settings and it still wont connect and its really bugging me out. I just got this phone today and i dont know whats going wrong with it. Can someone tell me what to do please? i need easy explanations!

^ Can you give me a description of how to do that please? sorry if I'm asking too much.
It depends on your router. But if you're asking this chances are you never went into the router settings in the first place, unless you had someone else set it up for you. If you did in fact have a third party handle the router setup I'd suggest you ask them to help you out.
If your router is running in its default "out of the box" configuration then there won't be any access restriction for MAC addresses, it's something that has to be turned on and manually configured.
I assume if there is a password for the network that you are entering it correctly (watch the upper/lower case, check the selection that shows the characters as you type so you can be sure they're right).

i also have a clear at home and im having ploblems connecting it to my Lg optimus m+ any suggestions?

I don't have a Clear hot spot. I have a Clear home router that only has an ethernet port. Then I have my old Verizon home router (from when I had FIOS) attached to the Clear router. Finally I have my PC attached to the Verizon router. The Clear router provides my internet, then the Verizon router provides wifi access for my laptop, phones, etc. the Verizon is just to provide wifi and a 4 port switch. I also have a USB stick from Clear that I use with my laptop when I'm not at the house.

i have a CLEAR Router and im trying to connect my lg optimus m+ but it just keeps saying scanning, connecting, and disconnected does any one know how to fix this problem.Phone is rooted.

Does your Clear router provide wifi? Mine does not. If it does have wifi, then it should be just a matter of knowing your wifi settings. If it doesn't have wifi, you'll never get your phone connected.
