androidm txt on screen saying hey in red please help asap

I just rooted my phone instaled titanium backup and setcpu and then like a hour after I got a box in red that says hey and it won't go away I factory reset scanned for viruses and nothing it goes away only if I factory reset if I install the apps back it happens again

There's NO Linux or Android viruses. NONE. There is some malware, yes. Viruses are a type of malware, but not all malware is a virus. That's very important distinction to keep in mind. Viruses are a much more serious problem than other types of malware.

That said, I've never seen that before. Try running AirPush Detector or similar. It may not find anything but it's worth a try. Must be an app, you just need to find which one.
