Help Nexus 7 Black Google unlock screen. Frozen. HELP.

Ok so here is what's wrong. My brothers Nexus 7 is frozen when we turn it on and it has a black background with Google on it and a white lock symbol(unlocked) and it is frozen up.

Now we have held down the power button and the power button and volume buttons. We even disconnected the battery and then reconnected it still nothing.

Please help. thanks.

Power and volume down gets you into recovery if I'm not mistaken. Have you done that?

Are you stock or rooted?

he got it working he used the nexus 7 toolkit on the computer. it did a lot of things but it is now working
