Rooted my phone and later restored to stock and notice that I did not have cell service or wifi. Tried several things and decided to root my other One V and place it in diag mode to read it and compare values on both phones. So the plan was to root it and install msl reader so that I could use the diag mode, but now it has the same problem. So here is what I have done.
1) Plugged in phone to computer with all necessary drivers and HTC application installed.
2) Noticed I had four bars of service and connected to wifi. Phone is stock and working.
3) Unlocked bootload - HTC Dev
4) Flashed recovery - openrecovery-twrp-2.3.1.0-primoc
5) Booted into recovery and installed CWM-SuperSU-v0.99
6) Booted into system, everything is still working (cell service and wifi),Probaly should have turned fastboot off but I forgot to do that.
7) Held down volume button and watched it go to vibrate and while still holding the volume button down pressed and held the power button. The screen dimmed and the restart counter began counting down, when the counter hit 2, lost all bars of cell service and now have an X above the empty bars.
8) Let go of button before reboot, service did not return, rebooted phone and still no service or wifi. Wifi can be turned on but does not see any access points.

What I have tried.
1) Relocked boot loader
2) flashed original recovery to phone
3) Loaded RUU_PRIMO_C_ICS_40A_Sprint_WWE_VM_1.08.652.6_Radio _1.00.00.0521_2_NV_VM_3.46_0503_PRL61008_release_2 62414_signed, completed without problem
4) Tried factory default
5) Turned on airplane mode and rebooted phone, then turned off airplane mode.
6) Loaded a VM, Verizon & Sprint PRL

Solution: Put the back cover back on from when I put the SD card in to load the CWM-SuperSU-v0.99. So this is embarassingly simple solution, but I believe on the first phone this happened too, it had been rebooted a few times with the cover off and still had signal, then suddenly lost siginal. Rookie mistake i guess.
