Can I add icons to the stock library (without root)?

Just out of curiosity.... can I add icons to the library available for the icons/programs in the dock? The stock icons are....ummm.... ok, I guess... but I wanted to know if I could add to them.

I'm aware I can create a "photo" icon, but I'd like to know if I can add properly sized graphic icons (in whatever format I need to do so in) en masse into, well... wherever they're supposed to go. Sorry for all the abstractions.

No. You can download Holo Laucher HD or Go Laucher and download icon packs for them. No root needed
