Root Formatting partitions multiple times

When flashing new ROMS (as in going from a 2.01 BB to a 2.1 based BB), what's the reason for formatting the various partitions (such as system & data) more than once?

If the formatting does a good job, there isn't a need. I format every partition twice just to ensure that EVERYTHING was wiped. It takes a few extra seconds and I don't reboot in between...I format DATA: and then when it's done, I do it again immediately just for good measure.

Edit: Just to add...I format DATA, SYSTEM, CACHE, and BOOT before installing or even upgrading every ROM. Is it necessary? Debatable...but it has eliminated most of the "stupid" problem and force closes that you sometimes see as well as making the ROM "seem" faster. It's just my opinion that it helps.
