Creation of a simple firefighter/EMS mapping APP

Need some insight onto an idea regarding the creation/spinoff of an app called "cadpage." Essentially, dispatch sends txt messages to the cell phone (see attached TXT message screen shot" and Cadpage displays a popup as seen in the other attached photo.

I want to create a simple app that displays the same information in the first screenshot (I.e address, incident call, what unit) but also display some information that can be linked from an excel document.

In the fire service, we still need to manually look up the map pages, so I have an excel document of all addresses that are in the system, and their corresponding map page (i.e. 105 main street = map page 580). I would like to have that displayed on the pop up as well. I am a first time developer and any insight would be great. Possible $ involved from the fire department as well. Look at SMS Receivers on how to handle an incoming text message. You could use a SQL database to hold the addresses and map page data. After you parse the location from the text message you could query the database to get the map page
Where would I Find SMS receivers baseline app software? and anyplace I can refer to for instructions on how to create such a sql database? or even easier...what software do i need to create such an app?

so it looks like this app is already built, if i understand what is going on, you want to be able to embed the mapping images into the application? I would contact the people that host that cadpage project and then have a way of loading in region specific mapping data.

it looks like a lot of trouble goes around the fact that it's an SMS message that is getting parsed. Is it possible for that system to be changed so that it is a web server? who initiates this SMS message?
